Choosing a provider, 2026

How to spot the
best EOR provider in Bulgaria in 2026

The best EOR provider in Bulgaria passes a few local tests. Ask when the contract will be entered in the NRA employment register, because nobody may start work without the certified copy. Ask how payslips handled the ceiling rising to €2,300 on 1 August 2026. Ask how klas is counted from a candidate’s earlier jobs, and which Article 328 ground would apply if the role later had to go. Clear answers with dates and figures show a provider that knows Bulgarian payroll.

Which employer duties do we take over from you?

Under Bulgarian law every duty listed here falls to the employer, and for your hires, that means us.

  • A written contract holding every term Article 66 of the Labour Code requires, with pay in euro
  • The NRA register entry no later than 3 days after signature, with the certified copy before day one
  • Monthly withholding of the 10% income tax and every capped contribution
  • Monthly declarations to the NRA, with tax and contributions paid by the 25th
  • Each employee’s annual income tax reconciliation, done by 31 January
  • The first 2 working days of any sickness, paid at 70% of average daily gross pay
  • Equipment, software and internet costs for staff working remotely
  • A register entry within 7 days of an exit, and unused leave paid out

Your contact

A named adviser, not a ticket.

When a sick note lands on payroll cut-off day, or someone asks why klas is unchanged, Gergana takes it. Kaloyan’s payroll team already holds the contract, the work record and each past payslip, so the answer comes from people who know you.

Which questions test a provider in Bulgaria?

Take these eight into any sales call. A capable answer cites an article, a date or a figure.

Owner of the filings

Who signs the contract, makes the NRA register entry and answers to the Labour Inspectorate if something is late?

Payroll precision

How did your payslips handle the ceiling rising from €2,111.64 to €2,300 on 1 August 2026, and when do you recalculate klas for each employee?

Employer risk

If a role has to go, who checks the Article 328 ground, the notice period and whether Labour Inspectorate permission is needed?

Records and data

Where are contracts, payslips and annual tax reconciliations kept, and can I export them the day an inspector asks?

Klas and agreements

How do you count earlier experience for klas, jobs abroad included, and how do you apply a collective agreement if one covers the role?

Register entry to day one

How many days pass from a signed offer to the register entry, and how would you plan a start for a non-EU hire needing a permit?

A euro budget

Will the quote list twelve months of gross pay, capped contributions, any bonus and your own fee, all in euro?

Written terms

Do you issue written remote-work terms and an equipment cost policy and, on exit, a final settlement that pays out unused leave?

Prices come from each provider’s pricing page, read on 4 October 2026 and checked again on 5 October 2026. Each is a “from” price per employee per month for EOR, before discounts, and a quote for Bulgaria may be higher. We bill in euro. Converted with the 2 October 2026 ECB rate (1 EUR = 1.1225 USD), our €599 equals about $672.38 and Papaya Global’s €650 for Europe about $729.63. Our starting price sits above Deel, RemoFirst and Native Teams and under Remote, Oyster and Papaya Global.

2026A year of changes

What did 2026 change for payroll?

Bulgaria adopted the euro on 1 January 2026 at a fixed rate of 1.95583, so contracts and payslips moved to euro; dual circulation ended on 31 January and dual price display on 8 August. The national minimum wage became €620.20 a month from 1 January. Because the social security budget appeared in the State Gazette only on 28 July, the contribution ceiling stayed at €2,111.64 until 31 July and rose to €2,300 on 1 August. Contribution rates did not change, after a planned 2-point pension increase was dropped from the budget.

Bulgaria EOR buyer questions

Whose contract does my hire sign?+
We are. The person you pick is employed by EOR Bulgaria under a Bulgarian contract, and we make the register entry, run payroll and file with the NRA. You choose the person, agree the salary and set the objectives; the contract and its filings sit with us.
How is a Bulgarian payslip worked out?+
We start from the agreed gross, including any klas and overtime. Employee contributions of 13.78% come off, charged only up to the ceiling of €2,300 a month since 1 August 2026, then 10% income tax on what remains. You approve the run in the portal, and the payslip shows each fund, the tax and the net pay.
Pensions?+
Two pension contributions are compulsory. The state pension fund splits 14.80% as 8.22% employer and 6.58% employee; the universal pension fund splits 5% as 2.80% and 2.20%, capped alike. For staff born before 1960 the universal fund does not apply. Voluntary schemes can be added.
What happens if a dismissed employee goes to court?+
An employee can contest a dismissal, so we prepare before notice is given: the ground must be one Article 328 allows, the 30-day notice or pay in lieu must be right, and protected employees may need Labour Inspectorate permission first. After a staff reduction, compensation of up to one month’s gross is due. We show you the cost of each route.
Who keeps the employment records?+
We do, as the employer. Contracts, register entries, payslips, leave records and annual tax reconciliations are held for each employee, and you can download them from the portal. We keep personal data to what employing and paying that person requires.
How is our fee billed?+
Each hire carries one flat monthly charge, from €599 per employee per month, listed on your euro invoice next to pay and contributions. A pay rise or a new klas step leaves it where it is.
Can we change pay or hours later?+
Yes, by agreement with the employee, recorded in writing and entered in the NRA register within 3 days of the change. Parents of children under 12 may ask in writing for remote work or different hours. A post-employment non-compete cannot be added, because Bulgarian courts treat it as void; confidentiality duties can carry on after the job ends.
Who picks up when a problem arises?+
Gergana, our Client Relations Manager, by email or through the portal. Pay questions go straight to Kaloyan’s payroll team, and Desislava, our HR Director, steps in on dismissals, protected employees and disputes.
